In 1987, twenty minutes’ drive from Parliament, Prime Minister Brian Mulroney hosted the Premiers of all Provinces at Meech Lake, Chelsea, Quebec. The meeting was held with the intent to agree to terms that would decentralize certain federal powers and recognize Québec as a “distinct society”, quelling Quebec’s resistance to the Constitution Act, 1982. The Meech Lake Accord was never ratified. Elijah Harper, member of the Legislative Assembly of Manitoba, refused the Meech Lake Accord on the grounds that First Nations were not consulted in the negotiation, ultimately undoing the deal by delaying ratification beyond the deadline of June 23, 1990.
